Gary is a native Delawarean who began his lifelong career of public service as a volunteer firefighter in 1974. He has been an active volunteer firefighter and EMT ever since and is currently or has been a member of several Delaware fire companies. In 1988, Gary was recognized as a Heroic Firefighter of the Year by the Delaware State Fire Chief’s Association and in 1989 Gary was inducted into the Delaware Firefighter’s Hall of Fame.
In 1982, Gary graduated from Wesley College in Dover with an Associate’s Degree in Nursing and began working as an RN in the Emergency Department of the Milford Memorial Hospital. Gary worked as a Staff Nurse, Charge Nurse, House Supervisor, and Nurse Recruiter at both Milford Memorial Hospital and Kent General Hospital in Dover until 1996, when he became a nurse consultant to state agencies such as Adult Protective Services and Medicaid home care. Gary continued his nursing practice on a part time basis until 2012.
In 1993, Gary graduated Summa Cum Laude with a Bachelor of Science degree from Wilmington University, and in 1996, Gary became the Deputy Public Guardian for the state of Delaware.
In 1999, Gary graduated with honors from Delaware Law School of Widener University, passed the Delaware bar, and began working as a Deputy Attorney General, where he was Counsel to Adult Protective Services, served on the Attorney General’s Elder Abuse Task Force, and authored an opinion on the use of chemical restraints at State mental health facilities (Del. Op. Atty. Gen. 01-IB05 (2001)).
In 2001, Gary became a Hearing Officer for Delaware’s Industrial Accident Board where he wrote Board decisions and heard & decided cases in lieu of the Board. Gary subsequently left State employ to join private firms, practicing in the areas of civil liability defense, professional negligence, plaintiffs’ personal injury, insurance coverage, business law, contract law, wills and trusts, and adult guardianships. In 2021, Gary joined this firm as Director.
In 2016, Gary was honored by Governor Jack Markell and New Castle County for his participation in the successful resuscitation of a cardiac arrest victim in the lobby of the courthouse. In 2016, he received an Excellence in Nursing Award from Delaware Today magazine. In 2019 and 2021, Gary was named a Top Attorney by Delaware Today and is believed to be the only person honored in two professions by the magazine.
Gary was the Deputy Fire Chief of Dover and held many positions in Dover and other fire companies. Gary was a member of the Board of Directors of the Kent Swim Club, Congregation Beth Shalom, Jewish Family Services, and the Milton & Hattie Kutz Home. Gary was the founding president of the Kent County Ambulance Association and is a past president of the Delaware Nurses Association. Gary is also an instructor for the Delaware State Fire School and the American Heart Association and a former adjunct faculty member of Widener University and Wilmington University.
Gary is admitted to the bar of the State of Delaware, the United States District Court for the District of Delaware, and the United States Third Circuit Court of Appeals. He has litigated cases in both federal courts and in all Delaware courts and frequently appears before Delaware’s professional licensure boards, such as the Board of Nursing.
Gary is married to Felisha and they have two adult children; one is an attorney and the other is a police officer.
